Kashmir Conflict- A way forward for an achievable solution

Kashmir Voice International (KVI) London convened all Kashmir Parties Conference at Luton UK on 18th November 2017. The theme discussed was: Kashmir Conflict- A way forward for an achievable solution. Party heads and office bearers of the following parties attended.

Jammu Kashmir Liberation Front (JKLF), Awami National Party (ANP), Jammu Kashmir Freedom Movement (JKFM), Kashmir National Party (KNP), Jammu Kashmir Liberation League (JKLL) and all office bearers of Kashmir Voice International (KVI). Besides the party leaders some councillors, intellectuals, tourism related business men and media and press people also attended the conference.

 A thorough discussion on Kashmir problem and possibilities of its solution took place. Different party representatives including those of KVI expressed their views. Based on the discussion and views the following resolutions were unanimously passed and agreed to.

 

  1. The people of Kashmir continue to suffer unabated killings, atrocities and indignities. The conference urges all the human rights violations in Kashmir Valley should be given a stop to and perpetrators be brought to justice. The human rights violations in Pakistan held Kashmir should also come to an end. International Human Rights Organizations should be allowed to visit the both sides of the state.
  2. All the draconian laws affecting the dignity and freedom of Kashmiris should be withdrawn and the democratic rights and space for political activities should be restored.
  3. The repression in Kashmir causing trauma, harassment, insecurity and uncertainty should end. The army bunkers intensifying fear in civilian areas should be removed.
  4. The Kashmiri political prisoners anywhere in the state or outside the state should be released unconditionally.
  5. The constitutional guarantees and conditions contained in the Accession Document should be restored in Indian held Jammu and Kashmir which could form a solid base for the final solution. A constituent assembly should be convened representing all the three regions to draft a new constitution for future.
  6. The government of Pakistan held Kashmir should be allowed to function freely in the matters of administration. The interference from the Federal Government affects the efficiency in administration and disables it to function freely. Kashmir Affairs Ministry (KAM) should withdraw its hand from the affairs of the state and trust the local administration in the discharge of its duties. KAM should be abolished and replaced by a Developmental Council.
  7. The Interim Constitution Act 1974 should be abolished and replaced by a full-fledged constitution. For this purpose an elected constituent assembly should be convened in Muzaffarabad.
  8. The genuine demands of Gilgit Baltistan (GB) should be met and grievances redressed.
  9. Line of Control (LOC) between the two parts of erstwhile state should be made very soft enabling Kashmiris from both sides to exercise their right to move freely. People to people contact should be encouraged and sharing of different programs should be started and expanded with the passage of time. The trade already started should expand and traders should be provided all the necessary facilities.
  10. The state should be demilitarized and armies should go to the boarders. 

    This arrangement should be allowed to continue for some years. As the expected gains are consolidated and peace prevails fully, India, Pakistan and Kashmiris from both sides could sit together and settle the issue for good. 

    A five member committee was framed to contact and consult different Kashmiri Alliances, parties and groups in UK to frame an agreed Common Minimum Program (CMP) to be pursued together
